TAX CRACKDOWN - Businessmen, entertainers among 50 high-profile delinquents unable to leave island

THE Tax Administration Services Department (TASD), in a bid to net billions of dollars in outstanding taxes, has resorted to issuing stop orders -- among other measures -- to prevent delinquent taxpayers from leaving the island.
In a release to the media yesterday, the TASD reported that 50 "high-profile" persons, among them businessmen and entertainers, were identified as delinquents and stop orders were being prepared to be served against them.
Meris Haughton, the TASD's director of communications and taxpayer support services, declined to name the high-profile tax delinquents. However, last night, police confirmed that deejay Elephant Man, whose real name is O'Neil Bryan, is among those on the list.
Elephant Man apparently learnt of his tax status when he was refused permission to leave the island from the Sangster International Airport in Montego Bay Wednesday night for a European tour.
Stop orders are usually issued by a magistrate, but according to Haughton, the TASD has the power under the Jamaican constitution.
"Under the Income Tax Act there is a provision where if there are outstanding taxes we have the authority to issue a stop order to prevent someone from leaving the country until they have settled their outstanding taxes or made suitable arrangements to do so within a given time," Haughton told the Observer yesterday.
The TASD also said imprisoning tax offenders was an option that would soon be implemented.
"Other enforcement actions, including committing delinquent taxpayers to jail, will be utilised in the upcoming fiscal year," the release stated.
In December last year, Prime Minister Bruce Golding, in announcing new tax measures in a supplementary budget, said individuals who earn between $5 million and $10 million per year would be required to fork out 27.5 per cent of their earnings in Income Tax, while persons who earned more than $10 million annually would be taxed at a rate of 35 per cent.
Since Golding's announcement, the Inland Revenue Department and the Taxpayer Audit and Assessment Department have conducted joint probes of company payroll records to ascertain whether the new measures were being adhered to.
The audit proved that hundreds of companies were lax in complying with the new tax regime.
"So far, examination of 746 payrolls were under-reported by $221 million," the TASD release said. "To date, $119 million of the unreported amounts have been collected, with arrangements made for the liquidation of the balance."
In the last fiscal year, increased enforcement by the TASD has resulted in the indictment of 3,184 delinquent taxpayers who have neglected to pay $8.9 billion in taxes.
Some 818 summonses have also been served on self-employed persons and businesses for failing to pay or arranging to pay their back taxes.
The TASD has also set up a Special Enforcement Team, which works with bailiffs and the police to issue levy warrants which give the department the power to seize and auction the assets of persons and companies that are unwilling to pay their taxes.
Once a report is made to that team and they move to seize assets, the TASD will not negotiate with delinquents, the release said.
Although implementing more stringent collections measures, the TASD is urging taxpayers with outstanding amounts, or those finding difficulty to pay, to make contact with the department to work out a scheduled payment deal.
Since June last year, 136 levy warrants have been issued.

BABYMAMA BRINGS REBEL TO COURT - Wants increase in child support

Popular reggae artiste is now involved in a court battle with his former common-law wife for increased child support.
Rebel, whose real name is Patrick Barrett, has been taken to court by his common-law-wife, Alicia Lawson.
It is reported that Tony Rebel is now paying approximately $88,000 monthly for the five children he has with Lawson. However, it is said that Lawson wants the amount increased to $128,000 monthly.
The kids that the two have together are said to range between 10 and 15 years old.
The matter came before the Supreme Court on March 16. The matter was adjourned on that date and is expected to return to court in June.
Rebel, came to prominence in 1989 with Fresh Vegetable. But his first release was the single Casino in 1988.
In 1992, he signed a deal with Columbia Records, who released Vibes of the Times the following year, and in 1994 he founded his own record label, Flames Productions. Throughout his career, he has done songs like Jah By My Side, Sweet Jamaica and Loyal Soldier. And yearly, he hosts Rebel Salute in St Elizabeth.

Singjay I-Octane has hired Khool International to do exclusive bookings for him.

According to the artiste as of April 1 the company will be exclusively responsible for all of his bookings. He says he is looking forward to the working relationship with them.

“After careful consideration, I think this is the way to go,” he said of his decision to hire Khool International.

BUJU PUNISHED FOR SHARING FOOD - LAWYER SAYS HE IS BEING TARGETED BY WARDERS

• An act of kindness by Jamaican reggae singer Buju Banton while being detained in the Pinellas County Jail in Florida has resulted in him being confined in the maximum security wing of the penal institution and has contributed to him losing around 40 pounds, according to his lawyer David Markus.

That's the claim included in an eight-page bond application filed to the United States District Court, Middle District of Florida, Tampa Division, on Sunday by Markus.
The court will hear Markus' emergency application for bond on Friday. Markus said he hopes to have Buju returned to the non-maximum security unit or have him transferred to immigration custody.
Buju and two alleged co-conspirators have been in custody in the United States since last December when they were charged with conspiracy to possess cocaine and aiding and abetting the carrying of a firearm during a drug-trafficking crime.

SHARED A MEAL
The lanky Rastafarian, who is a vegetarian, reportedly shared a meal with a fellow inmate, which is a violation, and was sent to the maximum security wing for at least 30 days. Markus said he was made aware of the situation on March 18.
Since being transferred, Markus said Buju, born Mark Myrie, has been unable to prepare his own meals and "has not been provided with a diet in accordance with his religious views".
In the bond application, Markus also intimated that his client might be the victim of personal attacks by the warders.
"Mr Myrie has been moved from floor to floor in the jail without explanation and treated differently than the other inmates. The decision to place Mr Myrie in a maximum security wing weeks before his upcoming trial suggests that something else is going on," said Markus in his application, which included a footnote naming a corporal "who has had it out for Mr Myrie during his entire stay".
The attorney added that the violation was a minor one not fitting the punishment and that "in sum, Mr Myrie is now in a maximum security wing for caring enough to offer food to another inmate who was hungry and genuinely believing there was nothing wrong in doing so".

DEFICIENCIES
Food and nutrition consultant Dr Heather Little-White said if Buju were not getting his desired meal, he could be losing an average of two pounds per week. This would result in his "mental frame not being as strong and he would become physically weak".
"He would also have deficiencies in vitamins and minerals and would need to be examined by a doctor. Until proven guilty, his likes and dislikes should be taken into account," said Little-White.
Markus said Buju's transfer to maximum security has been affecting his client mentally and physically and, by extension, the legal team's preparation for the start of his trial on April 19.
"For example, this week when counsel attempted to visit Mr Myrie, counsel was required to wait over two hours until he could see Mr Myrie," he stated in his application.
In a radio interview yesterday, Markus said the delay was a ploy to derail his team from winning the trial but that he was "optimistic and we are going to fight this".
Buju's arrest in Florida in December came at the tail end of a troublesome year, which included a number of cancelled concerts in the USA brought on by gay rights groups and an out-of-court settlement with former common-law wife Lorna Strachan after she filed a suit in the Supreme Court against him.

R.I.P Vivian Blake

Former Shower Posse leader and founder Vivian Blake died yesterday evening at the University Hospital of the West Indies, after a long battle with diabetes.

Blake, who returned to Jamaica last year after being released from prison in the United States, had been ailing for some time.

Mr. Blake was released from a US prison in January 2009 after serving time for racketeering and drug trafficking. The former Tivoli Gardens strongman was sentenced to 28 years in federal prison in June 2000 in a Miami Federal Court. He served just nine years of that sentence after turning state witness.
He and other members of the Shower Posse had been given lengthy sentences based on 52 charges brought by Federal prosecutors. These included racketeering, smuggling and distributing marijuana and cocaine from the Bahamas through the United States.
The Shower Posse, which was strong supporter of the Jamaica Labour Party (JLP), was also implicated in over 1,000 murders in the US. The 'Feds' said the Posse members operated lucrative illegal drug rings in Miami, New York City, Philadelphia and Virginia. He returned home on January 29, 2009.

Vybz Kartel claims McGregors had hand in closing Kirk Avenue studio

Vybz Kartel has upped the ante in the mushrooming battle over the closure of the Havendale, St. Andrew studio -- which was shuttered by the Kingston and St. Andrew Corporation for zoning violations last week -- by alleging that the McGregors, owners of the Big Ship recording studio, had somehow played a role in the studio's closure.

The Kingston and St. Andrew Corporation (KSAC) closed the recording studio frequented by dancehall artiste Vybz Kartel in Havendale, St. Andrew last week. The studio was closed after a notice was served on Father Romie, the owner of the property. The police said no permit had been granted for the studio to be constructed in a residential area. The police and the KSAC have made periodic checks to see whether the owner had complied with the notice.

Freddie McGregor is a respected veteran of the music business whose career began at the age of seven. Known for hits such as "Big Ship", "Push Comes to Shove", and "Just Don't Want to Be Lonely", he started the Big Ship label in 1984.

He later established the Big Ship Recording Studio, and he has produced many artists including Luciano and Mikey Spice. His son, Stephen, has won the producer of the year title two consecutive years running. It is highly unlikely that a shrewd businessman like Freddie McGregor would not have applied for a permit.

I-OCTANE REFLECTS IN MY LIFE

I-Octane is enjoying a buzz on the music scene right now with his latest recording, My Life. Done on the My Life riddim for DJ Frass Records, the song is reportedly enjoying steady rotation on local airwaves.
“Do lot of good and it nuh highlight, dem get the blessing infinite, want teck my stripe, dem waan sleep with my life, my life nuh easy like 123, nuh easy like do ray me,” chants the conscious singer in the single that has many speculating on whether or not the song is about the many ups and downs he has been facing in recent times.”
But for I-Octane, it is just about music as he says “I want to be able to represent what I sing so I try to be careful how I live my life.”
Since his emergence on the scene, the singjay has been scoring points with singles such as Stab Vampire, Lose A Friend and Run Yet.
Dismissing speculations about the single, I-Octane said he has always spoken for the people in his songs and My Life is no different.
“Life has its ups and down. It can be discouraging at times when you try to do good and is chastised for it. A lot of times people try to judge you even though they don’t have all the facts. The song is not just about my life, it’s about everyone else who must live this reality everyday,” he said.

DUANE STEPHENSON WORKS ON PROJECT WITH I GRADE RECORDS

Reggae singer, Duane Stephenson, who is finishing up work on his follow-up album to his ground-breaking debut, August Town, has also been working on a project with I-Grade Records, based in St Croix, the US Virgin Islands (VI).
“I went down there to do a show and the energy was just natural. I Grade shares the vision of reggae music going forth in a conscious and constructive manner and I support that one hundred percent,” Duane said.

ELEPHANT MAN , Q45 SPLIT! - ARTISTE, MANAGER END 10-YEAR RELATIONSHIP

• After 10 years of working together, deejay Elephant Man and longtime manager Q45 have parted ways on good terms.

Since last week, rumours have been circulating on the Internet that a split might have occurred since Elephant Man is no longer a regular at the Q45 headquarters. Producer/manager Q45 has been influential to Elephant Man's career since his departure from the Scare Dem Crew in 1999.
When THE STAR spoke with Q45 yesterday, he said there is no bad blood between himself and the colourful deejay.

• TIME FOR A CHANGE

Not going into the reasons behind the split, Q45 said, "maybe it's just time for a change, but we're still good." Elephant Man could not be reached for a comment.
According to Q45, he would still be willing to do work with the deejay in the future and would still want Elephant Man to record for him, as well. As for managing other artistes and young talent, Q45 said he's always up to doing music as long as the person has good talent.
Outside of managing Elephant Man, Q45 is also the promoter of the recently started Hennessy Fridays held at 36 Burlington Avenue.
He commented, "the dance has been doing good, it's started to pick up. We just need the people to start coming earlier, 'cause we not going over the curfew time, so it's from 9 p.m. to 2 a.m."

Popular radio personality DJ Sunshine is getting ready to make her local television debut, as the host of a brand new television show called Reggaelution 20. The first episode of Reggaelution 20 will be aired on CVM television Thursday March 18, 2010 at 5:30pm
This new top 20 countdown show is designed to promote good Jamaican music both locally and overseas. The show is also scheduled to begin airing on the renowned Caribbean television station Tempo in the near future.
DJ Sun Shine is a graduate of St. Andrew High School for Girls and the Miami Dade Community College; she also has degree in architecture. Sunshine has had a craving for music since she was in high school; she would rush home from school in the evenings to listen to the radio and record the latest tunes on cassette tapes. She would play back these tunes and practice mixing them on the family stereo set.

Lady Gaga Announces Dates for Second Leg of ‘Monster Ball’ Tour

IKAYA’S “MA NAME” ENJOYING A BUZZ ON THE SCENE

Female deejay Ikaya is enjoying a steady buzz on the music scene with her single “Ma Name” on the Notice Production. Done in combination with Unicorn the single has been getting steady rotation on local radio stations.
“Honestly, I have been receiving a lot of positive feedback on the song. Sometimes women come up to me and say, ‘why you a draw card pon di artiste suh’,” Ikaya related.
But according to her it’s just about music and all in good vibes. Since her company Outaroad Records sent out the pre-release to the various disc jocks here in Jamaica and overseas, the song has been getting a lot of love from them.
Ikaya who shot the video for her single “Money Ova Man” two weeks ago, is now gearing up for its premiere next week.

BADMIND IT IS

The other day I went into a shop ' pon di corner' and overheard a discussion on the issue of how Jamaican people badmind. Well, if you live in Jamaica or you follow the culture then hearing that being uttered would not sound unfamiliar; since it is a resounding topic in the dancehall sphere and in the daily bickerings of Jamaicans. There are many others which prevail, but badmind aka grudgeful, undermining behaviour is the focus this time around.

I walked away after my transaction and no I did not get involved into the discussion because in our culture, you would be greeted with a 'ah who did a talk to you', be shot the corresponding glance, cause a pause in the conversation with the accompanying hand on hip, complete with a back turn, followed by a resumption of the converation sans your input or a suspiscious eyebrow raise with silence from the other parties to the conversation. In other words, if you are not invited to the discussion, don't insert yourself unless you know the individuals.

A few hours later the discussion in the shop re-entered my mind in a curious way. I thought about how many discussions like that I had heard across the island in different age groups, sexes, class, educational levels, sexuality and income brackets and you know what, they all sound alike maybe some with a bit more body accenture, vocal levels, a varying blend of English to Patois or colorization of language.

What struck me was that, the issue of bad mind like our inefficient business practices and ever mounting national debt is nothing new, is acknowledge by most and many persons are self appointed authorities on the matter and most importantly, it is always someone who 'ah badmind dem', so I put it to you, if Jamaican people badmind and each and every one of them is always complaining how him or her badmind, who are they and if they complain about others, then are you not badmind too? More importantly, if we have so many Connoisseurs of the subject, how is it that it can't be controlled or reversed or better yet stopped?

THERE’S HOPE FOR REGGAE MUSIC, SAYS DUANE STEPHENSON

Singer, Duane Stephenson, upon return from his maiden tour of the European continent, is bursting with confidence that there’s hope for Reggae music.
“Three people who had never toured before managed to fill venues night after night, despite freezing temperatures. We played to predominantly white audiences and they sang the songs word for word. In some places there were literally one or two Africans and then in France there were a few Jamaicans, but it was mainly white people who came out to support us. And we made sure to leave a positive and lasting impression on them,” he told Chat!.
He was on tour with Tarrus Riley and I-Octane.
Duane, whose album August Town, with the hit song of the same, did well both locally and overseas, said he was surprised that fans knew his repertoire so well. He says his set comprised songs from the album, as well as two singles from his upcoming album, Black Gold and Sufferers Heights.
“We lived up to our word and delivered professional sets, we were on time and had no problems with promoters,” he explained, adding, “People deal with you according to how you deal with them.”
The three-week tour ended on Valentine’s Day with a sold-out concert at the Brixton Academy in London. Also on that bill were Lukey D, Bitty McLean, John Holt and Freddy Jackson.

COPS RUN IN ON GAZA STUDIO

The Havendale studio complex operated by self-proclaimed Gaza president, Vybz Kartel was the scene of intense activity Thursday as police unexpectedly swooped down and cordoned off the area.
The cops, who arrived in trucks and cars, rounded up a number of men, including Portmore Empire young act, Popcaan. Vybz Kartel, however although he reportedly at the Kirk Avenue facility – also known as Gaza studio – at the time of the raid, was not numbered among the detainees.
“Is about 3:00 pm a portion of police run in, but the Gaza studio never populated as it usually is. Is like some man did expect say some things did a go gwaan so them just tek weh themselves,” a source told Chat!
Persons theorize that the cops’ presence at the studio was somehow related to a shooting, which took place outside the Big Yard on mannings hill road on Tuesday evening in which one man was murdered.
Early reports had indicated that Kartel, whose real name is Adidja Palmer had also been held for questioning, but it was later revealed that this was not so.
Popcaan had this week releases a song bashing former Empire member, Blak Ryno and calling him a “sell-out”.
Ryno, since announcing his departure from the Portmore Empire has had his house in Waterford, St. Catherine shot up and an apartment, which he rented on Winchester Road in the Corporate Area, was stoned and subsequently firebombed in the early hours of Wednesday morning. The deejay, whose given name is Romane Anderson was not home at the time of the blaze.
Earlier this week, a police source told Chat! that Kartel was being investigated based on some of the reports coming out of the Portmore Empire. Chat! was unable to ascertain whether or not Thursday’s raid on Gaza studio was related to this investigation.

DEEJAY FLIPPA MAFIA WORKING ON ALBUM

With his characteristic swagga and popping his celebratory champagne on stage at the James Bond Beach on Saturday night, deejay Flippa Mafia energised the crowd at hype stage show, Folow Di Arrow. The artiste, casually elegant in fitted jacket sported a clean, tailored look and was clearly one of the night’s favourites. His hearty reception by the crowd told a story of its own.
Always managing to look happy on stage and easily transmitting those vibes to his fans, Flippa Mafia, the Flossing King, easily rolled through his hit tunes and had the patrons doing a sing-along. Old songs like Dem Yah And Dem Yah, and Unfinished House were among the favourtites and he mixed in the newer songs like Foundation Over Hype, which was equally known. Known for his money-thowing gimmicks, Flippa this time, didn’t throw any cash in the crowd.
In retrospect, Flippa said he was almost bowled over by the crowd reaction when his name was announced. “When mi hear the people them shout, me say ‘what … a my crowd this’ and it just gave me a thrill and an even greater vibe to perform,” he said.
Flippa says he is currently in the island doing some work on his soon-to-be-released album, which he confesses, is long overdue.
“Last year was good as it set the right foundation and got me out there to new territories, but now it’s time to focus on getting the album out,” he said, explaining that it will be a versatile mix that he is sure his fans will appreciate.

With her sleek dancing moves and hard-hitting songs, this saucy showstopper has been a complete revelation wowing audiences from May
Pen to Montego Bay.
"It's going crazy so far, as far as my performance is concerned, I am seeing growth week after week, I am trying to top myself every time I
go out there...and I am surprising myself the things that I am doing are not even pre-rehearsed, and the love from the Jamaican audience is
incredible," Tash said.

Last week, the 'Invasion' team performed in the parishes of St. James and Westmoreland. "We did seven stops, the last ones are always the craziest," she said.

The tour snaked through towns such as Anchovy, Grange Hill, Little London, Sheffield, Green Ilsand, Hopewell, Sandy Bay, and Negril.

The week before, the Invasion tour converged on the parishes of Manchester and St. Elizabeth. "Junction was crazy, I am the only female deejay who is also a dancer on the tour. When I start dancing, the crowd gets crazy, mi just gwaan wid a bagga tings," she gushed.

"The final performance last weekend was great at Ruseas. I started off with Facebook, then went straight into Nah Bleach, and at the point,
they told me afterwards, I was jumping like Sizzla," she said. Baby Tash is psyched up each time she hits the stage.

"What sets me apart is my dancing, I am getting better at controlling my breathing when I am dancing and singing at the same time. When mi
ready fi entertain and get mad, ah just crazy krunking, and last time in Ruseas, I jumped up and landed in a full split, and the crowd just
buss," she said, laughing.

"I am pleased that people are accepting me as an entertainer, they are expecting a performance and I am living up to that name."

Other entertainers on the tour include the females Tifa, and Keda, while the males include Christopher Martin, G Whizz, Nesbeth, Romain
Virgo, and Mr. G

"One of the biggest surprises to me is that people are singing my song word for word. I am enjoying the tour to the fullest, the exposure
that I am getting is incredible and the sponsors have really done a good job supporting the tour," she said.

This weekend, she will be heading to Falmouth, Duncans, Ocho Rios, Runaway Bay on the north coast of Jamaica, and on Saturday, the tour
goes to St. catherine for stops in Old Harbour, Willowdene and Spanish Town in the parish of St. catherine.

Blak Ryno: "Guh lick yuh pickney - Mi nah mek yuh violate mi"

It was no surprise when information reaching tih website that Blak Ryno released a single titled Mi Lef which gives a brief description as to why he had to flee from the Gaza.
In the intro Ryno argued, "How yuh mean mi confuse, yuh nuh hear mi seh mi left, a you deaf.
In verse 1: Blak Ryno stated that he’s not going let anyone violate him like they did to the "raper". Ryno further explains that he got a called requesting that his presence his needed for a meeting which he refuses to attend. "Dawg a weh yuh deh".
Blak Ryno Family Moved?
The latest info about the Blak Ryno "Mi Lef Saga" is that his family had to be escorted out of Waterford by the police.
